Guided by Article 329 of the Constitution of the Republic of Azerbaijan, I hereby decree as follows:
1. It shall be established that foreigners and stateless persons, who arrive in the Republic of Azerbaijan to participate in the 43rd session of the UNESCO World Heritage Committee, upon submitting an official letter of invitation from UNESCO and the written approval of accreditation according to the relevant procedures of UNESCO, can obtain visas at the international airports of the Republic of Azerbaijan from the 20th of June 2019 to the 10th of July 2019.
2. Ministry of Foreign Affairs of the Republic of Azerbaijan shall:
2.1. inform UNESCO and the relevant authorities of foreign countries about the simplification of visa procedures for persons attending the 43rd session of the UNESCO World Heritage Committee, as well as the possibility for foreigners and stateless persons to receive electronic visas through the ASAN Visa system based on the list of countries approved pursuant to Paragraph 4.2 of Decree No. 923 dated 1 June 2016 of the President of the Republic of Azerbaijan;
2.2. ensure that the information about the simplification of visa procedures for persons attending the 43rd session of the UNESCO World Heritage Committee, as well as the possibility for foreigners and stateless persons to receive electronic visas through the ASAN Visa system is placed with the Internet information resources of the Ministry and embassies and consulates of the Republic of Azerbaijan abroad.
3. The State Migration Service of the Republic of Azerbaijan shall inform aviation companies that carry out flights to the Republic of Azerbaijan of the simplification of visa procedures for persons entering the Republic of Azerbaijan to participate in the 43rd session of the UNESCO World Heritage Committee.

All participants must check entry requirements to Azerbaijan in accordance with the nationality and the type of passport they hold with the nearest consulate or the diplomatic mission of Azerbaijan in their home country

Should an Entry Visa be required, participants are advised to submit their visa application as early as possible, at least 4 weeks prior to the Session, and obtain the visa in advance.
The list of countries that are visa free/ may obtain visa upon arrival, is available at the official web site of the Ministry of Foreign Affairs of the Republic of Azerbaijan http://www.mfa.gov.az.
Participants can also apply for a visa through ASAN visa portal (http://evisa.gov.az) designed to simplify procedures for issuing visas to foreigners and stateless persons visiting Azerbaijan.

Note: Only if there is not Azerbaijani Embassy in respective country/city or the country is not eligible for e-visa, official visa letters that will enable participants to obtain visa upon arrival at Baku Heydar Aliyev International Airport will be provided to invited participants who have sent their passports and flight details to Host country organizers in advance.
